In our view, an outright ban is perhaps excessive. Where the person receiving the pet knows it is coming and is ready and willing to take on the responsibilities, there can be little cause for concern. For example, if parents are buying a pet for their child at Christmastime one would hope that they would anticipate taking final responsibility for the welfare of the new member of the family. However, Christmas can be a restless and noisy time of year that can make it tough for any animal to settle into a new home.
